The Post-Promontory Promise

Despite their major contribution to this huge national project, the Chinese workers are not allowed in 1869 to be naturalized as US citizens. The time immediately following the completion of the Transcontinental Railroad was actually surprisingly optimistic and accepting for Chinese people. Chang calls it the post-promontory promise.
