The Articles of Confederation was a loose confederation of states. The Federalist Papers and Federalism in general is saying that a confederation of equal states that simply respect each other's authority is not sufficient for accomplishing what we need to accomplish as a government. And the anti-Federalist position is no states that are allied can find a way to manage the business of running a country effectively.
