He says there cannot be anything outside of the agent that causes the counterfaction of creaturey freedom to be true. In which case, he argues, we would just have straight determinism. But Andrew doesn't think this is what John meant by causing the action and causing the proposition. "I am giving you the interpretation that i mean, namely,that nothing outside of theAgent can cause"
