Immigration reform has broad bipartisan support, but just didn't quite get done this particular... What is the sticking point here? It seems so obvious if we have over 10 million jobs in the middle of whatever we're going through right now. If you want to come here and start a company, you pay an extra 250k a year to do that for 10 years or something. And if you create a certain number of jobs, you don't have to pay it.
