The vaccine program was originally launched as a national security defense against biological attacks on our country so they wanted to make sure that if the Russians attacked us with you know anthrax or some other biological agent we could quickly form a way to vaccinate deploy it to 200 million american civilians. The vaccine industry had another interesting exemption which is that it is the only pharmaceutical that does not have to get safety tested prior to approval and that is a legacy of CDC's legacy as the public health service.
