The Bottom-Up Policy Bought in Beijing, Right?

In the final pages of your book, you make a really interesting argument about how this bottom-up policy bargains might strengthen the regime. It gives buy-in for subnational elites who are not sitting in a polypiero meeting. It gives them the perception that they have agency and some voice in participating. I think this localized bargaining provides a function, providing information for the leaders to make these kind of decisions.
