Cyrus is the one who gives that decree. Isaiah saw that and puts this basic letter from God to Cyrus saying, I am he who calls you by your name. The things that kind of surprised me in my master's degree was that there are Bible scholars who are not Bible believers. It's impressive that yeah, Isaiah knew Cyrus's name before he was born evidently.
