How to Use Django to Create a Project Folder

I've adopted more of the calling everything config that's a project folder. I think Jeff Triplett queued me onto that pattern. There's so many moving parts in a Django project and app. So to the extent that some things are standard, try to name them as such. What else has been sunsetted? The settings.py file defaults. If you do start project to pathlib, I had, so I updated everything to use pathlib instead of just OS.
