Do You See Self-Enlightenment and Regulation as Hierarchical?
I remember you describing a similar three-part approach in your confirmation hearings back in the day. I think that they occur concurrently, but there is a sequence. There's a hierarchy. We want to let self-enlightenment play out. You have to guide that to some degree by making sure we understand what are the important attributes of these systems. If we start with regulation, then we're in a completely different place and that is not helpful.
