West Virginia had a lot of debts to service from before the war for funding things like public infrastructure. The Re-Adjuster's argument was that the pre-war debts assigned to Virginia should be proportionally allocated to West Virginia owing to their secession. But this coalition really hinged on racial equality, right? Especially in the form of doing stuff like repealing the poll tax.
