The poorest 20 per cnt of households everywhere in the country spend over half of their income on housing costs. So this is a universal problem. The poorest 20 % of americans just need more money. And because this is fundamentally about a shortfall of income, not excessively high housing prices, the best way to fix that is just give people more money.
