Is the Chancellor's Borrowing a Lot Lower Than the OBR Was Expecting?

Borrowing has come in significantly under what the OBR was expecting. The good news this year will dissipate over the course of the forecast period and there'll be a little pot of money at the end. But to really go ahead and we've been hearing about potential for tax cuts, he hasn't really got the headroom to do that just yet.
