Sudan is of its seven neighbors, I would say that six of them are either coming out of some kind of civil conflict or rebellion. So you have Libya, Chad, Central African Republic, South Sudan, Ethiopia, Eritrea, and Egypt. That's a very tough neighborhood. And in the Horn of Africa, there is a long history of states meddling in the regional affairs of their neighbors.
