The Pentagon's Plan to Avoid Exporting Cluster Munitions to Ukraine
Pentagon press secretary Brigadier General Patrick Ryder told reporters Thursday that if a decision is made to send cluster munitions, the military would not give them to Ukraine. Biden is barred by Congress from exporting cluster munitions with dud rates over 1%. However, the Washington Post reported the administration plans to bypass that restriction using the Foreign Assistance Act.
