A lot of breaches happen in very stupid ways, right? I just read one last week, where someone just left a database server exposed and then stored stuff in plaintext. You can't store personal data and plaintext in an unsecured database and expect to walk away. A company have to realize that it's not because they use a cloud provider that they shouldn't know where the data is.
