A lot of countries have quietly back slid into authoritarianism because they still look like liberal democracies on the surface. Fukuyama does this very jarringly when he talks about apartheid, which he says failed because of a loss of legitimacy among white South Africans. He never has like put himself out there in any meaningful way. And whenever someone took his ideas and ran with it, it was always awful. It's real like complacence that this thesis breeds.
