The Identity Crisis of the House of Lords
Alex Andro: The House of Lords has been a bulwark for the Conservative party. Since 1945, there's been a sort of identity crisis of what the House of Lords is for. He says that in 19th century constitutional theorists, they used to say it was full of professional experienced people at the peak of their careers. But now he says we've got an elite who are by accident of birth and haven't asked to be there.
