All at excess cash isn't because hit's not enough short end supply of treasuries, it's because people don't want to buy bonds. And so i think people just sitting on their hands and saying, hey, i'm not receiving thete return that i need to justify you nont making a bet on capitalizin th us government of these ingist rates.
