The History of Pavelia
In the 1790s, after two ships were found to be carrying cases of the plague during their inspections, Pavelia was once again designated as a quarantine colony until the 1800s. They did not realize that it most likely wasn't still covered in plague after like a few years. And then they built the mental hospital with the demented doctor. It is said that he tortured and killed many of his patients by performing treatments such as electric shock, force feeding, and lobotomies since he believed that lobotomies were a great way to treat and cure the mental illness.
