Edward Snowden leaked information about the NSA's phone surveillance program. He downloaded some say millions of knowingly confidential records, and then flood the country. The order required Verizon to produce their call detail records every day on all telephone calls made through Verizon systems were using its services where one or both ends of the call are located in the United States. This was described in court as basically collecting the metadata from all telephone calls in the U.S.
