Lawmakers are introducing Japan's first laws against taking sexually exploited photos or videos of others without consent. For tort voyeurism, the bill would prohibit acts such as obscurity and secret filming of sexual acts. Until now, such criminal cases had to be prosecuted under local, perfecture laws like state laws which obviously change from state to state.
