The Importance of Repentance in the Gospels
In ancient Judaism, sinners are law breakers who act as if there was no God. In any of these texts, whenever the socioeconomic status of sinners is mentioned, it's always in reference to them being oppressive or exploitative rich people. So we think that when the gospel texts are talking about Jesus, for example, dining with tax collectors and sinners, he's referring here to rich sinners. And so this message to the rich, the mission to the rich was to try and convince them to change their ways.
