Do the Laws Regulate a Suspect Class, a Quasi-Suspect Class?

The law does not discriminate against religion. Doesn't mention religion at all. The ordinance classifies groups into affordable housing and non affordable housing, and between groups that have already been approved and those that have not. I think the assembly would have a hard time arguing the law on its face, discriminates against any group because of its religion.
