How Speech Is Transposed Into Whistling

There are a few fairly consistent trends for what kinds of consonants turn into what kinds of whistles. Different communities come up with different ways of representing the contrast that they find most significant. But there is one fairly constant division between types of whistle languages that corresponds very cleanly to different types of normal oral languages. And that is whether or not the base language has lexical tone. So languages with lexical tone get transposed into Whistling in completely different ways from languages that happen to lack lexical Tone.
