The British Foreign Secretary's Conference of Ambassadors
British Foreign Secretary Gray decided to call a conference of ambassadors. He knew that they would lose even if they won. Austria-Hungary does not want Serbia reaching the Adriatic coast. So far from encouraging the Balkan alliance, they're trying to rein it in.
