Is Russia a Junior Partner?

I think that the Chinese have regarded Russia as a junior partner for some time. Now in so many ways, including the supply of oil, the price of oil, in that relationship, Russia is really the junior partner now. I do think they're worried about it. So they would rather not change that dynamic. But if they have to, then they probably will.
