Harold Holt established three people inside his own office to give him advice on Indigenous matters, and they were all white men. That was the first voice, and it wasn't Indigenous. Malcolm Fraser comes in after Gough has sacked, he fiddles with it,. He reduces the numbers, he narrows the parameters for selection.
