The idea of men having relationships with other men is very common. It's about the fact that he, he is being dominated by some one, and also by some one who's not a roman as well. For a patrician to be dominated like that is also part of the the joke lies. He stayed there for a while and was successful in his mission. But everyone else is like, oh, that's he got ships. Ui, say, it's a sort of, it's conna sotof homophobic gossip and rumor - but it sticks with him for 30 years.
