Play involves willful action of touching or changing something. One possible definition would be play is manipulation that indulges curiosity. Games are an exercise of voluntary control systems in which there is a contest between powers confined by rules to produce a disequilibrium outcome. Toys do not have rules, and games don't always feel this way - Tetris gets two things across but doesn't really call it 'game'
