Electricity act two thousand three envisaged elimination of cross subsidies. It also introduced, for the first time, power trading and a national tariff policy. Our constitution besages that electricity is a concurrent subject. Both the state under centre have their jurisdictions. And there are other areas where the government sort of crept into them.
