How Can We Build a More Civic-Boarded Elite?

In your book, you discuss about the elite and the failure of the elite. How can we build a more civic-minded elite? We have created in many Western countries a sense that outright corruption does buying legal officials just isn't really right. One of the things I talk about is should we have some sort of national service arrangement for all young people so they get to know one another.
