Can the California Endangered Species Act Protect Bees?

A judge in 2020 ruled that the California Fish and Game Commission couldn't use the California Endangered Species Act to protect bees. But this week it was ruled that bees can come under the California End endangered Species Act because they are invertebrates. A fish is a wild fish, mollusk, crustacean, invertebrate, amphibian, or part spawn or ovum of any of those animals. What about flying fish? No, but something like mostly or like can live underwater.
