The Importance of a Framework for Spyware Privatization
The most dangerous category of spyware tools, what we might call military grade spyware, is spyware that builds on zero day vulnerabilities. These are vulnerabilities that have had zero days since they've been discovered and therefore could not have been patched yet to address the vulnerability. The decision on whether or not to hoard these vulnerabilities shouldn't be left in the hands of corporate actors because these corporate actors aren't bound by same public policy rationalization as governments. And so it is in our interest to address these particular category of vulnerabilities as one subject to high public scrutiny.
