Afghanistan is a really interesting case study because we have seen the Treasury Department not just implement licenses along the lines of what is advocated for by the UN Security Council Resolution 2664. What does that tell us about some of the other derisking and chilling effects that sanctions can have? And does it point towards other areas where we may see additional action in this direction if we really want to start addressing the way that sanctions have these negative consequences for sometimes innocent parties overseas?
