Google has made it clear that combining PR and SEO is the most effective and least spammy search strategy of all. Google looks at two things in terms of your link building strategy: citations and other sites linking to you. If you can get a top retail trade publication to write about a survey you did or a product you released, that's huge. It's way more valuable than doing some of the often questionable things that are done for SEO to get links from little sites that don't matter much.
