The idea is at least in the Hebrew scriptures, it seems to be folks who have been forcibly castrated. So this was often in Israel's history when they are taken into exile. Many times men of a certain stature are forcibly castrated so that they can work in palaces and places higher up as servants for kings or pharaohs.
