There are differences between the accounts, but we can't have like this, kind of two general outlooks. The first is one that suggests that we should have some kind of a proportional distribution of the burden amongst the state citizens. And there might be various characteristics here, but typically the one that a that people who advocate this, this type of moders focus on is blame. Isi is a fact of blame. So maybe here we should point ta finger at policy make or maybe we should point a finger at people with lots of political influence and so on.
