Users don't have the same guidance that you get from something visual. We try to do as much prototyping and testing as we can before people start writing code. A lot of times, well, involve developers with the prototyping and use ability testing so that they see how testers are interacting. And one of those tips is asking them directly if your documentation is useful to them.
