The History of the Robinson-Patman Act

The Robinson-Patman Act was passed in 1936. It says big buyers can get discounts where there's legitimate volume efficiencies associated with supplying them at scale, but they can't simply use their clout to get discounts that aren't justified by any cost savings. The FTC kept a pretty sharp eye on not only the grocery sector, but retail in general and really kept big retailers in check.
