Louis the sixteenth was meant to be a monarch after all, and an absolute one at that. With public opinion so firmly in favour of double representation and voting by head, surely the king could have announced as such? The sheer will of the people would have guaranteed its implementation. History may have been different if he had. But louis the sixteenth wasn't a king who seized the initiative. More importantly, he was not a king who would openly embrace any idea that he perceived to be infringing his right to rule absolutely.
