i remember, because i was in the white house from two thousand nine to two thousand 11, how focused we were on the terrorist threat. These were threats, obviously overseas, not the home grown terrorism that we were seeing to day. But at the time, yet, there was a focus on alcaeta and the threat that alceda and radical a terrorist oposed to the homeland. An entire regulatory programme was developed around chemical facilities to insure that they were not targeted.
