The question of congress's roll in either making polarization worse or restraining it, is actually really interesting. At some level, and this is one of the things that frances lee highlights in her chapter in the book, congress remains moderately functional. Congress passed in a by partisan way two pretty large cove t relief packages,. It passed a major introstructure bill earlier this year. There is still a reasonable chance that it will pass the build back better vidin administration package - although that won't be by partisan if and when it happens.
