The Interplay Between Central State and Local Government

In the nineteenth century, responsibilities to tackle infectious diseases were devolved to local public health departments and came with legal powers. Central government developed policy, but it was enacted locally. The key moment came in the 18 seventies when a very flamboyant conservative leader, benjamin d rali, made a famous speech known as the sanitas sanitatum speech. He said that a key duty of government should be the health of the people.
