"The rise of china is real. I don't think it should be exaggerated," he says. "We stopped paying for things like water projects and roads and bridges in poor countries a long time ago, and the chinese are still doing it." China now has more embassies,. now has more diplomats, now has more foreignaid workers than we do, because they're paying for them. And that's something that we have to think about.
