Highways in Rural Areas vs. Highways in Urban Areas

The interstate system wasn't done until 92, even though like the first push took 10 years and all the real money was spent in that era. And now we're at the point where these roads are collapsing. We don't have federal funds to really support it because highway repair is funded by the gas tax. It's not a percentage cost of each gallon of gas sold. So it's a flat fee. And you know, those funds are running out and they need to be supplemented.
