Can a Relationship Between 26 and 14 Be Free From Harm and Exploitation?

I had a client that i worked very closely with who was, he was some agaiten, 16. He dated someone who was lot older, i think, forty ish or something. Can this sort of relationship, 26 and 14 be free from harm and exploitation? Ye, but it's rare am. We tend to use age difference in age as a huristic for harm because it's so often the case. But just look at the age someone rs a is not a good indicator of of exploitation.
