There was an element of dependency on china. The regulations are very novative in the sense that they give w to the possibility of using other sources, so to by pass the state. It's also a matter of insurance chinas corperation. China has its own political priorities, and corporating with w chop may not be a priority if there are countervailing arguments. Tis, frankly, a think they go beyond my paygrade. And i'm sure they would be investigated after the pandemic.
