In the 1990s, savings and loans were allowed to invest in more risky things that banks by law were not allowed to. This created an incentive for financial institutions coast-to-coast: If you get in trouble, the federal government will come to your rescue. And lo and behold, we move up to the housing crisis of 2008 where banks have done what they've extended loans to people who couldn't pay them back.
