The Supreme Court's Decision in the Case of the $25,000 Fine

John Roberts' line was what the taxpayers must render unto Caesar, what is owed, but no more. The Supreme Court agreed that in some ways that's the more obvious one. If they'd gone the excessive fines route, they would have had to make some new case law on how excessive is too excessive.
