The kings of akad wanted to be seen as warriors and conquerors. They kept precise tallies of those they killed, captured and deported. Rebellion was met with brutal force in southern mesopotamia. Acad had a capital, provinces and systematic internal governments. It kept a standing army, supplied and paid by the king.
